In everyday speech, yes, people often mean the same thing. NSW commonly uses the term modified licence for older drivers who keep driving within an approved local area instead of holding an unrestricted licence.
Can an 85-year-old from NSW drive a hired motorhome interstate?
Yes, if they hold the right class of licence and it is unrestricted, or the conditions specifically allow that travel. If they have a local-area modified licence, an interstate campervan trip will almost certainly be outside the permitted conditions.
Does a Class C licence cover a motorhome in Australia?
